Anyone deal with Daval Marvel Stimulators?

This is a Non Coin machine & will periodically need the handle pulled twice for it to spin the reels. It spins great and stops perfectly but the handle stays down and slams up after the reels stop. I don't think this is normal and feel something is missing from this. I also swear a few times it returned properly to the up position as soon as the handle was pulled early on. Any help would be appreciated and possibly inside close up pictures for me to compare if something is missing. Thanks,,Rick B

Here is a Video showing what I am trying to figure out. 2nd pull shows how you have to pull it twice. I sprayed cleaner on all the moving areas and then oiled. I know that after I cleaned it that it would almsot never engage to spin the reels and handle should move up and down. Once oiled it started working nicely. Rick B
