Clock whrrrr. Reel symbols.

The clock makes a whhhrrrrring sound. I removed and cleaned the clock with brake cleaner and lubed with synthitec clock oil. Clock still makes the same sound. Wondering if I am missing something or how you determine if clock is worn.
On another note, the decals for "Stockmans Hotel" are broken and missing. How would someone correct this.
