Jennings J400 fuses

I am having a problem with a Jennings J400 machine not accepting coins. They just fall right through. When I fliip the little wire that should activate the machine, nothing happens.

Somone told me to check the fuses in the cabinet.

Can anyone tell me where the fuses are? In looking around I don't see anything that looks like a typical fuse. I do see a few little silver barrel like components that look like fluorescent light starters.

Pull out the hopper, there are three fuse holders, with a black cap, that will be to the high left of the power supply area!
But being a J400 Jennings you may also have Logic Board issues if you have other erratic operation!
