cigarette machine mechanism

I'm restoring a Rowe cigarette machine from the 50's. I am unable to get the mechanism to work. I need some guidance on how to proceed. I have the coin mechanism and it is clean and appears to be operating properly. Do I need to use quarters of that era to make the coin mechanism work properly?

I acquireda cigarette machine in the late 70' from a service station that was no longer using it because the cigs cost more that the mec would accept. I believe the machine was set on 30 cent and would take quarters, dimes, and nickles, I was able to make an adjustment that would require 45 cent in order to vend, and sold it for $100. Post pics of the mecl maybe I can help.
