Registering with Dept of Justice

Just curious, does anyone register with the Department of Justice each year?

As a collector, does this apply to me, or is this more for someone in the business of buying and selling slots.
As a collector, I occasionally buy and sell outside of my state.
Also, how does this affect someone that lives in a state that does not have a collectable clause in their codes.
