1930's Pace bantam

I saw a pace bantam slot with no key on eBay #151299091938 and noticed it was the same machine from the last Victorian casino auction on May 3,4,5. He paid $1400. The machine is on the Antique slot price guide.
I PM the seller if it was the same machine, he replied "It could be". He also said he's selling for someone else. Somewhere towards the middle of the description he states had it for months and it l played perfect. How could that be he just got the machine. It also had a issue with jackpot not opening on its own when hitting jackpot. Was thinking of putting a bid but decided not to. I'm wondering if there's other issues with the machine? The seller lives close to Las Vegas in California.
