This Mills looks like it has a custom base.

Is this a common unit ?

How strange!
Any pics of the base/stand?
With the payout bowls covered one may assume the internal wooden base has been hole-sawed out for coins to fall somewhere lower. Savings bank?

Thinking again about this one last night and I remembered a Pace slot which had its coin bowls covered too. Something to do with making it "for amusement only" I think??

I would need to see other pictures of the cabinet, but it might be one that a casino converted into a "drop slot". They would cut a hole in the bottom of the machine for the payout coins to drop into a thin metal pan and it would make a hell of a racket so as to entice other players. I am working on a hi top now that had that done to it.
