Jennings Today Vendor Timing Problem

After resolving a few issues I have this Jennings Today Vendor cycling and paying out properly. But I have a timing issue. The upper payout levers reset bar/mechanism is releasing too early. The upper payout levers are seeking winners before the 3rd reel is locked. I have held the clock fan and slowly let it unwind and have observed the sequence step by step. The 4th click is occurring before the 3rd click.

Any advice on how to adjust things to resolve this problem or where to look for causes would be most appreciated.
