Columbia Model A200 Identify spring & location

My father is restoring a Columbia 3 fruit, Model A200. Upon opening, we've found this spring lying in the bottom.

1). Has it been overstretched?

2). Where does it fit - the handle has no tension to it so we assume it is from the handle mechanism.

Any help would be greatly appreciated

Held in place by a cotter pin through a hole in the base, and spread underneath the plate:
