Bugs would be on the reel stop.
Old Slot Man is right, and maybe I should have more fully explained the issue: look between the reels, near their hubs, to find if any bugs have been fitted to your machine. Each reel will have an associated "star-wheel" at its hub; as the name implies, the star-wheels have pointy projections at their rims, and yours should have twenty points on each star-wheel... these correspond to the twenty stop positions of the reels. Look for any odd nut or washer that might be mounted on- or in between the points on the star-wheels: that would be a "bug," intended to block that reel stop position, and make the reel stop lever skip over to the next star-wheel stop position. Typically, in a "bugged" machine, you'd find the JP bar and/or bell symbol stop positions have been tampered with in this way, and most often on the first reel.
