I really like this game.
As stated, this is a version of the 1932 Steeplechase; the maker may be unkown; as stated, there were many copies made; the version in the Bueshel book is from an unknown maker.
The thing on top is a tilt detector; when played, the marble sits on top of the pedestal; if it is knocked off, the machine has been tilted and the operator does not have to pay off (even though it's not a gambling machine). My Steeplechase does not have a tilt detector.
Interestingly, the horse names are the same as on the Steeplechase that I have.
These games come up on ebay every now and then; I would expect to pay about $750. If you have never been to the Chicage show, I'd go there first if possible.

Another observation;
The play field is identical to my Steeplechase;
the only differences appear to be the top background (where the name appears) and your machine has a tilt mechanism.
After a quick look, I could not find the maker on my game either.
