Jennings Govenor Marquis Lights

I just saw this Jennings Governor on ebay
It has extra lights in the Marquis
It looks like there is a ballast and transformer
Does it just randomize the lights on every cycle?
I can't see any contacts on the vertical fingers like the Mills X Diamond had.
Any ideas?
