If I understand the question correctly,
no; the sliding bar should not be held back by the operating arm (lever) when the machine is at rest (as in your photo).
The upper spring is attached to the bottom of the sliding bar (not to the operating arm/lever).
In your photo, it looks like the sliding bar is not all the way to the right (as it should be when the machine is at rest).
The spring attaching screw should be to the right of the top of the operating arm; in your photo, it is to the left.
When the mech is at rest (no coin inserted and handle not rotated)(as in your photo), the sliding bar should be all the way to the right (viewed from rear, as in your photo).
It is pulled to the right by the upper spring and reaches the limit of right hand travel when a little stop bar (not visible in photo; in the shadow to the right) attached to the sliding bar hits the inside of the mechanism right wall.
You should be able to push the sliding bar to the left with your finger and feel strong resistance from the upper spring.
When you release it, the spring should snap the sliding bar back to the right limit of travel.
It appears that your upper spring has been replaced with one that is too weak/short and has been stretched out.
When the machine is at rest, the spring should be fully compressed with the sliding bar all the way to the right.
When a coin is played and the handle is rotated about 90 degrees, the dog on the bottom of the operating lever engages the sliding bar and starts to push it to the left;
the hook on top of sliding bar engages the gear on bottom of the rotating dice table;
when the handle reaches 180 degrees of rotation, the dog on the operating lever releases the sliding bar; the upper spring snaps the sliding bar back to the right; the hook on top of the sliding bar sends the dice table spinning as it flys out of the dice table gear, giving the dice a good shaking.
From the photo and your description, I suspect your only problem is the upper spring not doing its work,
although the lower spring also looks a little stretched out (but should not be a problem as long as the handle rotates back to start position when released).
Assuming you replace the upper spring; the spring should be long enough so that it is fully compressed when mech is at rest;
when operated, the spring should snap the sliding bar back to the right smartly, but if you use a spring that is too strong, you could cause damage to the mech.
When you put the dice table back into the mechanism, make sure the gear on bottom of table is exactly level with hook on sliding bar.
When the mech is at rest (hook not engaged), the table should spin freely and not be touching anything; with the table shaft just resting atop the adjusting screw.
The original adjusting screw was a thumb screw with a wing nut to lock it into place at proper height.
