Mills Escalator Part often removed

Why do old time operators do this?
Almost all of my Mills escalator's have this part removed or broken off
When this part is not working correctly does it cause escalator jams and the pull handle can't be pulled down?

That part is removed because you can't cycle the mech in the cabinet without a coin. Normally you just hold back on the escalator detection pin and push down the handle. When that part is intact, a coin must be inserted to cycle the mechanism. I usually leave it intact and just unhook the spring. No need to break and or remove it. It is annoying when you can't cycle the machine in the cabinet without putting in a coin.
