Question about pre war Mills machines

Does anyone know if it was common for Mills to not ship the check detection hardware on machines that were quarter machines?

All of the Mills machines that I have do in fact have the check detection hardware in them. I assume that there were quarter sized checks and Mills would want that hardware in the machines so they could be used in the areas which required checks.

However, I recently heard that it was common for Mills to not include the check detection hardware on quarter machines (pre war).
