I made him an offer of $10 and said he pays shipping.

10 bucks is a lot closer to the try value of it than what he is asking :-)

My offer was declined.

I am sorry you turned down my offer as it was a lot closer to the true value than your asking price.

Maybe Ebay's pricing scheme is the reason he
set up this "silent" type auction. He can get all
sorts of offers, then sell it offline to avoid fees.
