Unusual Tobacco Vendor - Can anyone tell me what it is?

This is a wooden machine. On each side is a mechanism to dispense what looks like Cigarretes. The left side would work on a quarter and the right on a dime. The left gives twice as much as the right side. I think however it is an English machine

One side has a metal tag that says REGD NO. 776644

Other side has J.W. PLINSTON, MILL LANE, STOCKTON HEATH, LICENSED TO SELL TOBACCO.

There are also hooks one each side. I have no clue what they are for.

Inside it says PATD APPLIED FOR No. 24780 - 32

If you can tell me what it is, I would appreciate it.

It is English - Stockton Heath is a small town near Manchester. It would take an old shilling, the same size as a quarter, and an old sixpence - half a shilling - similar in size to a dime. My guess is it's a loose tobacco vendor. But I cross-posted your question to the Penny Machines UK forum - if anyone knows, those guys will.
