Jennings 25c machine pays jackpot in 50c coins?

More questions about this Jennings Governor TTT 25c machine.
- The top card reads "JACKPOT PAYS EQUIVALENT OF 250 COINS" which is substantially larger than most jackpots (approx 140 coins if jackpot is full).
- Rather than connecting to the "jackpot" display, the jackpot mechanism includes a tube that fits 125 half dollars (equiv. of 250 quarters) which are released upon a hit jackpot.
- The jackpot window is not connected to the jackpot mechanism and appears to be just for show (and so it doesn't have to slowly fill.)
- Once quarters fill the main pay tube, they all fall to the money box below without filling the jackpot window.
- Apparently the half dollar tube has to be manually refilled after each jackpot.

Does anyone know anything about this setup? Has anyone seen it before? My assumption is that this was done to comply with regulations requiring a consistent payout per jackpot. Would Jennings have done this or was it a mod?

I've seen similar guaranteed jackpots fitted to Jennings Governors here in the UK.

New screen printed "Guaranteed Jackpot" top award cards were fitted to the machines,
with the jackpot window blanked out usually.These too were paid out with coin drop of
higher value coins but I forget the value of the jp.

On your machine can you tell if anything has been changed on non jp awards to compensate
for this added value jp, eg more lemons or tictactoe award lowered or removed

Other awards seem standard. Payout is standard 18:13:11:5:3. TTT pays in any position. Top card also indicates "MINIMUM PAYBACK 80%."
