IGT S-plus hopper issue

Hello all, I was hoping that someone out there has some experience with IGT S-plus hopper issues. The machine I have works very well, it accepts quarters and paper money, gives credits and plays well. The issue is when the payout button is hit, the bells go off and it acts like it's paying out the quarters, but the hopper doesn't start up. I thought the hopper was bad so I replaced it with a working hopper, the hopper still won't start up. I checked all the fuses, even though I couldn't see how that would be the problem. So I'm asking if anyone has any suggestions as to how I might trace the problem? Seems like whatever is supposed to send the signal to the hopper to start up isn't sending that signal? I'm stumped and any help will be greatly appreciated.

Does the sounds and music shut off when you turn the attendant/jackpot key on the side of the cabinet? It takes a small key usually brass/gold in color. If the music/sounds shut off once you turn the key and it will allow you to spin the reels again your settings for hopper pay may be incorrect. Depending which sp chip you have there can be a limit to how many coins the hopper will pay before the machine reverting to hand pay. Some sp chips like the 1271 will allow a few settings dealing with credits for payout etc.

Thanks for the response Third Gen: When there's credits on the credit meter and I press the payout button, it acts like it is paying out, all the bells and whistles but the hopper doesn't even try to rotate, indicating to me that it's not being asked to? Then I reach up and turn the reset key and it clears and goes back into play mode. It will then accept either quarters or paper money, allow credits, and allow play as normal. It actually plays fine but when you get, say 10 credits, and want to get paid, you press the payout button and it does it all over again. All the bells and whistles like it's paying out, but the hopper just won't start up. I thought it might be the hopper so I bought another one on e-bay, and it does the exact same thing. It doesn't act like it reverts to any kind of hand pay, the hopper just wont actuate. I'm not the best technician in the world, but I'm willing to try anything you might suggest.
